Our dental office recently conducted a safety meeting and a question was raised about risks of having a bottled-water cooler placed against the wall in a room adjacent to a room used to take dental x rays. Do we need to relocate the cooler?

No, you don't. The x-ray machine only produces radiation when the x-ray tube is energized (very short periods at a time). The x rays do not make the water in your cooler, or anything else, radioactive.
